Here’s the statement from Administration for Children’s Services Commissioner David Hansell opposing new federal legislation. A new amendment to a bill before the House Appropriations Committee would allow nonprofit agencies to discriminate against same-sex couples in child adoptions. The federal government would withhold approximately 15 percent of its funding to state adoption programs in instances of noncompliance.
"This bill would deny children the opportunity to be raised in loving, supportive homes and it would unfairly discriminate against LGBTQ people. As commissioner of one of the largest child welfare agencies in the country, I am urging Congress to make sure this shockingly biased amendment never becomes a reality,” he said in the statement.
The Nonprofit Coordinating Committee of New York's annual salary survey is underway. Data collected from the survey becomes part of a report that nonprofit boards can also use for due diligence in setting executive compensation. Take part in the survey here.
The Bridge broke ground on a new affordable housing complex in the Bronx on the site of a former parking lot. A press release states that about 50 people attended a July 12 event at what will become the 3500 Park Avenue Apartments. The complex will offer 115 units of supportive and affordable housing in a seven-story building. Formerly homeless veterans with disabilities, seniors and adults with mental illness will receive on-side case management services and programming, according to the press release.
Those at the event included Cynthia Wainwright, chair of the nonprofit’s board, CEO Susan Wiviott, Nicole Ferreira of NYS Homes and Community Renewal, Barbara Roff of the state Office of Temporary and Disability Assistance, Theresa Cassano of NYC Housing Preservation and Development, Rob Charest of Boston Financial Investment Management, David J. Walsh of JPMorgan Chase; Greg Maher of Leviticus Fund, and Maygen Moore of the Corporation for Supportive Housing, according to the press release.
SCO Family of Services has expanded its Morning Star II residential recovery program, according to a July 16 press release. The Madonna Heights campus in Dix Hills, Long Island allows mothers to live with their children while receiving treatment for drug abuse. The new expansion will increase capacity from nine women and 11 children to 23 women and 25 children, respectively. Other additions include a dedicated playroom for toddlers, a full-time recreation specialist and a part-time vocational counselor, according to the press release.
A bill passed the state Legislature that would nix a tax on unrelated business taxable income that was created by the recently-passed federal tax reform law. The bill, sponsored by Assemblywoman Amy Paulin, passed the state Senate before the end of session in June and had previously passed the Assembly. What remains to be seen however is whether Gov. Andrew Cuomo will sign it, according to a July 17 press release from Paulin’s office.
"New York State did not intend this tax hike, nor did we count the potential new income in our (Fiscal Year) 2018-2019 budget. If we do not act to prevent it, too many nonprofit companies will have fewer funds to serve New Yorkers, many will have a harder time making ends meet, and some will undoubtedly be forced to close, she said in the press release.

Nancy Gutierrez is the new president of NYC Leadership Academy. She is moving up from the role of chief strategy officer, effective on October 1, according to a July 16 press release. She will succeed Irma Zardoya who has led the nonprofit since 2011.
Gutierrez began her career as a teacher in her hometown of San Jose, Calif., and has a doctorate of education leadership from the Graduate School of Education at Harvard University. She joined NYC Leadership Academy in 2014, according to the press release.
“Dr. Gutiérrez led the development of a critical piece of the New York City Department of Education’s leadership pipeline, launching a program for high performing executives that enticed them to stay and advance within the district by offering valuable professional learning opportunities and superintendent certification,” reads the press release.
